UNESCO Adopts Pakistan’s Proposal to Tackle Disinformation and Hate Speech

Paris: UNESCO has adopted Pakistan’s proposal aimed at countering disinformation, misinformation, and hate speech while safeguarding freedom of expression — a move widely hailed as a significant step toward ensuring information integrity in the digital era.

Pakistan’s Permanent Delegate to UNESCO, Ambassador Mumtaz Zahra Baloch, presented the proposal during the 222nd Session of the UNESCO Executive Board currently underway in Paris. The initiative received broad cross-regional support from member states, reflecting a shared global commitment to creating a responsible and transparent information ecosystem.

The proposal underscores UNESCO’s pivotal role in fostering a safe, reliable, and inclusive information environment that upholds human rights, democratic values, and equitable access to information for all.

During deliberations, the Executive Board acknowledged the growing challenges to information integrity posed by emerging technologies such as Artificial Intelligence (AI), neurotechnology, and immersive digital platforms.

The Board also urged digital platforms to enhance transparency and accountability, including by detecting and labelling AI-generated or manipulated content and strengthening authentication and verification mechanisms to curb the spread of false or harmful information.
